Ministry of Culture was established with Decree No: 354, dated 24.01.1989. Its organisational structure and mandate were revised by Statutory Decrees No: 364 dated 17.03.1989, No: 379 dated 13.09.1989 and No: 468 dated 13.12.1991. According to the above mentioned Statutory Decrees, the main mandate of the Ministry of Culture is to research, develop,protect,sustain, enhance, disseminate, and promote the historical, cultural and moral assets of the nation, and thus contribute to maintaining national unity.

ORGANIZATIONAL STRUCTURE OF THE MINISTRY OF CULTURE

In 1990 The Turkish Ministry of Culture, Cinema Department started giving financial support as loans or donations to the filmakers. Also since 1990 co-productions started with the support of Eurimages. 38 films were co-produced in Turkey, 22 of which included a Southeastern European country as a co-producer. Especially after 1995, this system which allows for greater sharing of technical and artistic knowledge among the participating countries, have become more established. It is becoming more and more commonplace to have multin-national technical and artistic crew as well as the cast itself to be comprised of members of different nationalities. Some of these productions appeared to do better in the box office, especially considering that the American films have compleTel:y taken over the market. Nowadays, one or two Turkish films a year can compete with American films in the box office.

TURKISH CINEMA

Turkey was introduced to cinema in 1914, with the realization of the first documentary film which was shot with the facilities of the military. According to Agah Ozguc’s book, “The Dictionary of Turkish Films”, from 1914 until 1973, almost a lifetime of 60 years, 3359 feature films were made. From 1974 to 1990, 2229 feature films were produced. During the last decade, 395 feature films were made, however the technical and artistic quality of the films has noticeably increased.

GENERAL INFORMATION ABOUT TURKEY

POPULATION DENSITY: 80.7 per sq km.
CURRENCY: New Turkish Liras (YTL)
CAPITAL: Ankara. Population: 2,890,025 (1996).
GEOGRAPHY: Turkey borders the Black Sea and Georgia and Armenia to the northeast, Iran to the east, Iraq to the southeast, Syria and the Mediterranean to the south, the Aegean Sea to the west and Greece and Bulgaria to the northwest. Asia Minor (or Anatolia) accounts for 97% of the country and forms a long, wide peninsula 1650km (1025 miles) from east to west and 650km (400 miles) from north to south. Two east-west mountain ranges, the Black Sea Mountains in the north and the Taurus in the south, enclose the central Anatolian plateau, but converge in a vast mountainous region in the far east of the country. It is here that the ancient Tigris and Euphrates rivers rise.
CLIMATE: It is commonly said that you can experience each of the four seasons on the same day in some part of Turkey. During the spring months early tourists bask in the Mediterranean sunshine of the south while on the lofty mountain tops above people are skiing. The Black Sea region glistens under spring rains while Southeastern Anatolia still sleeps under a blanket of snow. In some areas the temperature variation over 24 hours can be as much as 20 oC. Average precipation from region to region also varies enormously. For a country located in a temperate climatic zone, this variety is unusual, and is due to the diverse nature of Turkey’s landscape, ranging as it does from low-lying plains to towering peaks, and in particular to the existence of mountain ranges running parallel to the coast. The Mediterranean region, to the joy of the millions of sunworshipers who visit it annually, experiences the hot, dry summers typical of southern Greece and Italy, and its mild winters
last only from December to March. The climate of the Aegean is similar though with lower temperatures. The climate of the Marmara Sea and İstanbul, influenced by the Balkan Peninsula, is less appealing. Warm, humid summers are followed by cool, rainy winters with lots of grey sky but not much snow. The Northern slopes of the Black Sea ranges and the narrow strip of land bordering the ‘Pontus Euxine’ are misted over with rain year-round and are known for the resulting luxuriant green vegetation. The summers of the Central Anatolian plateau are hot and dry and the winters cold but fairly dry. Further east, the altitude increases and harsh winters with heavy snow between October and May are followed by blazing hot summers. In the Southeast a Middle Eastern influence exerts itself with cool dry winters and torrid summers.
GOVERNMENT: Republic since 1923. Multiparty democracy Head of State: President Ahmet Necdet Sezer since 2000. Head of Government: Prime Minister Bülent Ecevit since 1999.
LANGUAGE: The official language is Turkish. French, German and English are widely spoken in major cities.
RELIGION: Muslim with a small Christian minority. Turkey is a secular state which guarantees complete freedom of worship to non-Muslims.
